Kasey Castillo is a managing partner at CASTILLO HARPER, APC, and one of the founding partners of the law firm. Her dedication to her clients makes her a popular choice for referrals and repeat clients who are seeking quality representation from an attentive and knowledgeable attorney. Kasey is a PORAC Legal Defense Fund (LDF) panel attorney and a California Correctional Supervisors’ Organization (CCSO) panel attorney. As such, she handles all manners of administrative disciplinary cases, from interrogation through appeal, and CCW denial appeals. Kasey heads the Administrative Defense and Criminal Defense Divisions of the firm.

Kasey’s meticulous approach to her cases has resulted in the overturning or mitigation of numerous suspensions, demotions and terminations. She also handles the criminal defense of peace officers, including those facing state and federal prosecution and criminal and civil grand juries.

Kasey is part of the firm’s Critical Incident Response Team, and often responds to officer-involved shootings, major uses of force, and in-custody deaths.

Kasey also represents numerous police and fire associations as general counsel, to include in the areas of grievance arbitrations, policy negotiations and Brady appeals. In addition to her employment defense practice, Kasey handles select criminal defense cases, restraining order hearings, family law matters, unemployment (EDD) hearings, and DMV suspension hearings.

Kasey is also proud to protect the rights of those who concealed carry as a panel attorney for CCW Safe, the Armed Citizens Legal Defense Network, and the United States Concealed Carry Association (USCCA).One of Kasey’s passions is teaching, and she frequently provides training to police associations and law enforcement agencies on legal updates, POBR, Brady and Pitchess. She is a member of the International Law Enforcement Educators and Trainers Association (ILEETA). In 2011, she was bestowed the honor of Academic Faculty of the Year for the College of Criminal Justice and Security for Southern California as an instructor at the University of Phoenix. She has taught bachelor’s degree courses in criminal law, criminal procedure, criminal courts, ethics, juvenile justice and interpersonal communications in law enforcement.

Before founding this firm, Kasey worked at a Police Defense Firm and before that, was a Deputy District Attorney IV at the San Bernardino County District Attorney’s Office. When she left the DA’s Office, she was assigned to the county-wide Career Criminal Prosecution Unit. There she handled vertically assigned cases in a trial-intensive assignment. She has also successfully prosecuted gang cases, was a member of the Auto Theft Unit, and worked in the Juvenile Delinquency Prosecution Division. Kasey has always enjoyed trial and some of her prosecutions have resulted in life sentences.

Kasey graduated Cum Laude from San Diego State University with a bachelor’s degree with distinction in criminal justice and a minor in journalism. She obtained her juris doctor from Chapman University School of Law, where she received the CALI Award for top honors in Evidence and Legal Research and Writing. She challenged herself and made it through school in 2 ½ years and passed the Bar before she graduated with her class.

Kasey is especially proud to be a founding board member of the Inland Empire Blue Belles, a Sisterhood of Support for law enforcement agencies in Riverside and San Bernardino counties.

She is also a board member for the International Footprint Association – Chapter 67, a law enforcement support group. Kasey is admitted to the California State Bar, as well as the Central, Eastern and Southern Districts of California. She is also a member of the National Association of Professional Women.
